What is the Council Tax Band?
Council tax is a mandatory charge on properties in England, Scotland, and Wales, set by local authorities to fund services. Typically, anyone over 18 who owns or rents a home must pay council tax. However, there are exemptions and discounts available as shown below:

Payments are generally made in 10 monthly instalments, with February and March being payment-free. Northern Ireland, however, uses a domestic rating system instead of council tax.
How is a Property's Council Tax Band Worked Out?
A property's Council Tax band is determined by its assessed value at a specific historical date. In England and Scotland, this valuation is based on property values as of April 1, 1991, while in Wales, it reflects values as of April 1, 2003. Properties are placed into bands ranging from A to H, with Band A representing the lowest property values and Band H representing the highest.
The valuation is typically carried out by the Valuation Office Agency (VOA) in England and Wales, and by the Scottish Assessors in Scotland. The assigned band influences the amount of Council Tax payable, with higher bands incurring higher charges.
Evaluation of Council Tax Bands
Council Tax valuations are based on the value of properties that are not used for business purposes. This includes those properties bought under discount schemes (such as Right to Buy), without considering the purchase price discounts when setting the band. Here are some important points to remember:
1) Every property that qualifies as a dwelling (self-contained accommodation used as a home) is banded for Council Tax. To be classified as a dwelling, the property must be habitable or capable of being repaired.
2) In certain situations, a Council Tax band may be removed. This means that the property won’t have a Council Tax band. The taxpayer will only start paying once the property is re-entered into the list after the completion of work or the service of a completion notice by the local authority.
3) If a property is occupied, it’s usually deemed habitable, so the band won’t be deleted, even during significant repairs or renovations.
4) The Valuation Office Agency (VOA) assesses properties to ensure they are in the correct Council Tax band. Automatic assessments occur for properties that have been made smaller or are newly built.
5) The VOA also conducts assessments during a Council Tax appeal or band review. These assessments consider several factors, including a property’s

How to Challenge Your Council Tax Band?
If you think there was a mistake in the original valuation of your property, you can request a band review from your local valuation office. You'll need to explain why you believe your banding is incorrect. If you want to challenge your Council Tax Band, it's crucial to understand the process. Here are the steps you should follow:
1) Check with Your Neighbours
If nearby properties are similar in size, age and style to yours, you should be in the same Council Tax Band as them. You could ask your neighbours about their Council Tax Band, or you can find this information on the SAA and VOA websites.
2) Check Your Property's Value
Your Council Tax Band is based around your property's value in 1991 in England and Scotland or 2003 in Wales. To determine whether you should challenge your band, find out your property's value from those years, even if the property didn't exist at the time.
Use house price websites which offer free historical sales price information. Note the most recent sales prices and dates of similar properties in your area. Various online tools can help estimate your property's worth in 1991 or 2003. With this estimated property price, you can figure out which band your property would have been placed in, according to the bands below:

3) Make a Challenge
If you're still sure your property is in the wrong band after working through the above steps, it's time to make a challenge. Consider these points:
a) If you believe the original valuation was incorrect, contact the VOA or SAA directly and request a band review.
b) Clearly state your case and explain why you think your property is in the wrong band.
c) If you believe your band's change since its initial valuation, write to your local council explaining why it should be changed. The council will either accept or reject your claim.
d) If it's rejected, you can appeal to the valuation tribunal.
Note that property improvements won't increase your council tax immediately. However, your band may change if the property is sold or subject to a new lease for more than seven years. In such cases, the SAA or VOA will review your Council Tax Band and may increase it.
Before buying a new home, it's worth checking the VOA's council tax list (which includes all properties known to have been improved) to see if it's pending a band review.
